The department began enrolling students in 1998, and one year later, in 1999, it was formally founded. Ever since then, the department has developed into a degree-oriented English education base. It features a satisfactory echelon formation for academic pursuit. On the faculty there are 2 full professors, 10 associate professors and 22 lecturers. 60% of the faculty members are master degree holders. They distinguish themselves in a variety of fields, such as English and American literature, general linguistics, and applied linguistics, the history of English language, translation theory and practice. The department is composed 3 teaching and research sections and 7 sound rooms ,offering English ,Japanese, Russian, and German Language courses .The courses of the whole school students' English and Russian , Graduate English , Science English and the elementary course of  German are taken on by the public teaching and research sections . The English major teaching and research section takes on not only more than 20 courses set for the English major, but also the double degree course. It offers bachelor degrees in more than 20 different courses in English and language training course for postgraduate students.

The department houses the state-of-art facilities for teaching and research including 11 multimedia laboratories, a reference room.

 All over the years, graduates from the Department have been participating actively in the nation's reform and modernization. They acquit themselves remarkably well in the fields of education, scholarly research, publishing, business, and public service and especially in big corporations all around the country.
